Here's three reasons your feet might be limiting your rotation. First is if the stance is too wide. This promotes swaying but makes it very hard to rotate the hips. Try narrowing the stance slightly and this will make it easier to turn. Next is having no toe flare. Generally, I like to see about an inch of flare on the back foot and two inches on the front. This encourages more rotation on the backswing but also through impact. Last, make sure the weight isn't too far in the toes as set up. As I'm sure you can guess, this limits backswing turn.
